The Disability and Carers Service Board

Terry Moran - Chief Executive

Terry Moran is a career civil servant and has held senior positions within the former Benefits Agency and Jobcentre Plus.

He was appointed chief executive of Disability and Carers Service in 2004 and is responsible for the organisation’s day-to-day management. He is also tasked with meeting operational and performance targets as agreed with the Secretary of State, John Hutton.

Vivien Hopkins - Chief Operating Officer

Vivien took up the post as Chief Operating Officer for Disability and Carers Service in August 2004.

Vivien has spent her whole career in the Department for Work and Pensions and its predecessors, except for a short secondment to the Department of Trade and Industry. Joining the Department as a casual Administrative Assistant, Vivien has carried out most jobs in each grade.

Before joining the Disability and Carers Service Vivien spent the previous six years in Wales, firstly as Area Director for the Benefits Agency and then as Operations Director for the Pension Service. Following that, Vivien was Senior Operations Officer in The Pension Service, with responsibility for four Regions: the South East, the South West, the West Midlands and Wales.

Kim Archer - Customer and External Relations Director

Kim Archer has worked in the civil service for more than 20 years. Kim has moved between three government departments and has held senior posts in administration, policy and corporate Head Quarters.

She has worked on a range of disability issues, including the civil rights agenda between 1992 and 1999, and is passionate about diversity and equality.

Her appointment as Customer and External Relations Director to Disability and Carers Service began in September 2004 and she is responsible with her team for making sure Disability and Carers Service keeps its customers firmly at the heart of both its current and future business.

Stuart McKinnon-Evans - Finance Director

Stuart Mckinnon-Evans has nearly 20 years’ experience in public sector financial management.

Stuart worked as a private management consultant in the UK and abroad for a number of years, in addition to working in the Department for Work and Pensions corporate finance and in local government.

He was appointed to his post as Disability and Carers Service Finance Director in June 2005.

Steve Monk - Human Resources Director

Steve Monk is a long-standing member of Department for Work and Pensions and its previous related organisations. He has extensive experience of senior operations management.

Steve provides professional knowledge and support for the Disability and Carers Service on the delivery of its Human Resources transformation programme, workforce planning and diversity and equality matters.

He was appointed Human Resources Director in November 2004

Kevin Bone - Information Systems Director

Kevin Bone has a wealth of experience in setting up IT-led development for a variety of corporate giants.

In his 20-year career with IBM, six years at NatWest and two with Arthur Andersen, Kevin developed keen project management skills, commercial acumen and a wide range of contacts in the field of IT.

He took up the role of information systems director for Jobcentre Plus in September 2002 and later took over as business design director and chief information officer in May 2005.

In November 2004 he became responsible for information systems at Disability and Carers Service. This duty is discharged on a day-to-day basis by Fran Steele – a senior member of Kevin’s management team.

Peter Lehmann - Non-Executive Director

Peter Lehmann is a non-executive director of Gaz de France and chairman of the Government’s Fuel Poverty Advisory Group. Peter is also a member of the Northern Ireland Electricity and Gas Regulatory Authority.

From 1999–2005 he was chairman of the Energy Saving Trust (a partnership between the Government and the energy companies to promote energy efficiency and cleaner transport).

Prior to his current appointment he took the role of commercial director at Centrica, an energy supply company which serves customers in Britain, Spain, Belgium, Canada and USA, following 25 years’ service at British Gas in a wide range of positions.

As well as being a non-executive director of Disability and Carers Service, Peter also chairs its audit committee.

Kate Nash - Non-Executive Director

Kate Nash is a respected commentator on how disabled people can enhance their personal power and leadership. Kate has extensive experience working with both business and the non-profit sector to encourage long-term change in attitudes towards disabled people.

She was appointed director of Royal Association for Disability and Rehabilitation and in 2004 was made chief executive.

Previously she was deputy chief executive at Arthritis Care from 1997–2001 and was founding director of the Leadership Consortium, an employers’ initiative for the management and leadership learning of high-achieving disabled people.

Bruce Calderwood - Disability Client Group Director

Bruce Calderwood is Director of the Office for Disability, the cross-government unit leading the government’s programme to deliver real equality for disabled people, and supporting the Minister for Disabled People. Bruce is also head of the DWP Directorate for Disability and Carers, and is responsible for disability rights legislation as well as for policy on disability and carer benefits and sponsorship for the Disability and Carers Service.

Over his career, Bruce has specialised in social policy. He led the reviews that resulted in the creation of Jobseeker’s Allowance and of Supporting People. Before taking up his current role, Bruce was DWP Director for Older People.
