Benefit expenditure

DLA is received by almost 2.8 million people in Great Britain, AA by almost 1.5 million people and the number of customers both receiving and with underlying entitlement to CA is approximately 0.8 million. The number of recipients has been increasing over time and so has overall expenditure. Over the last five years, DLA expenditure has grown at an average annual rate of four per cent in real terms (three per cent for AA). The ageing population, combined with the increasing prevalence of disability with age, is likely to mean that real growth in expenditure will continue.

In 2007/08 we plan to administer approximately £14.5 billion of benefit payments as shown in Figure 1 below:

Figure one is a pie chart showing the breakdown of the £14.5 billion of benefit DCS plans to pay in 2007/08. This includes £9097 million on Disability Living Allowance, £4138 million on Attendance Allowance, £1201 million on Carer’s Allowance and £1 million on Vaccine Damage Payments.

Benefit Administration Funding

In 2007/08 the DCS funding for administering the benefits is £208 million. Figure 2 shows how these funds will be distributed:

Figure two is a pie chart showing how DCS will use the £208 million allocated for running costs in 2007/08. This includes £140.4 million on staff costs, £26.5 million on estate costs, £17.6 million on other Operating costs, £15.2 million on medical evidence and £8 million on investment expenditure.

The £208 million represents an efficiency improvement of 15 per cent against the 2006/07 funding of £242 million.
