5 May 2004 - Employers’ Liability Insurance advice now online
Businesses will be able to get up to date information and advice on employers’ liability insurance and other insurance products, by simply logging onto a new website.
The Business Link site, which went live yesterday, features a definition of employers’ liability compulsory insurance (ELCI) and a useful check list to ensure businesses get the right cover to match their needs.
The Department for Work and Pensions published its review into ELCI at the end of last year and made a commitment to help small and medium-sized businesses access simple, easy to understand information on the subject.
Minister for Work, Jane Kennedy said: “The Business Link site is easy to use and the employers’ liability section gives advice in a helpful format. This will give us a chance to ensure businesses are kept in touch with the latest developments. It demonstrates our commitment to assist and that we are determined to deliver as promised in the second review”

- The report sets out the work that the Government has been taking forward with stakeholders since the publication of the first stage report on 3 June and current and future work in each of the areas for further actions.
- Provision of improved guidance and information on the Business Link website is one of a number of actions that the Government is taking to help business.
- Other actions are postponement of the introduction of the recovery of National Health Service (NHS) charges for EL claims by one year, and review of the need to insure for 300,000 of the smallest single owner-employer companies.
- In addition a number of initiatives have been put in place to improve the functioning of the EL market including action on longer renewal periods by insurers and brokers and a scheme called ‘“Making the Market Work”’ to help trade associations and others to access the insurance market more easily. The Association of British Insurers (ABI) are undertaking research on accident and disease risk, and the Health and Safety Executive (HSE) has been carrying out research into compliance.
- Longer term the Government is committed to a number of proposals and, since the publication of the second stage report, we have been engaged on work to take these forward including:
- meetings with stakeholders to discuss how best to pilot new ways to resolve claims more quickly and with fewer associated costs;
- meetings with the Department for Constitutional Affairs (DCA) to review the operation of the Road Traffic Accidents (RTA) fixed costs scheme. If the scheme is successful we will look at the future possibility of fixed-fee schemes for EL;
- meeting with stakeholders from insurance and industry to discuss how to take forward the development of a Framework for Vocational Rehabilitation;
- working with insurers, business and the HSE to develop an approach to underwriting which better reflects the health and safety performance of individual firms.
