3 November 2005 - Working with the LHA: Landlord and agent’s early experiences of the LHA in the nine Pathfinder areas

Key early findings from the evaluation of the Local Housing Allowance Pathfinders, are published today.

The report is part of a series that gives feedback on the evaluation and looks at the early impact of the LHA on landlords and letting agents, around a year after its introduction in each of the Pathfinders. The report focuses on the impact on them of the LHA, particularly in terms of their letting decisions and strategies.

  1. “Working with the LHA: Landlord and agents’ early experiences of the LHA in the nine Pathfinder areas” has been published in the Department for Work & Pensions’ Local Housing Allowance Evaluation Series (Report number 7).   2. The evaluation is being carried out over a two-year period following the introduction of LHA within the private rented sector in nine Pathfinders and will inform the eventual rollout of the scheme nationally. An independent consortium of the Universities of Birmingham, Loughborough and York along with the National Centre for Social Research has been commissioned to carry out the evaluation. As well as this the Department will be conducting analysis of its own administrative and statistical data which will feed into the evaluation and consider the effect of the LHA on meeting the objectives of the scheme.
  3. The report gives findings from a survey of 1,082 landlords and letting agents in the Pathfinder areas who all took part in the baseline survey before the introduction of the LHA and had agreed to be contacted again.
  4. The nine Pathfinders of the LHA are Blackpool, Brighton & Hove, Conwy, Coventry, Edinburgh, Leeds, Lewisham, North-East Lincolnshire and Teignbridge.
