3 April 2006 - New trustee for the Independent Living Funds

Minister for Disabled People, Anne McGuire, has announced the appointment of a new Trustee for the Independent Living Funds.

Ms Sally Sparrow has been appointed to the Board of Trustees from 10 April 2006 for a term of office of five years.

There are two Independent Living Funds operating throughout the United Kingdom paying grants to people with high support needs who wish to live independently. The Independent Living (1993) Fund is open to new applicants and currently supports over 12,500 people. The Independent Living (Extension Fund) supports those people who received help from the original Independent Living Fund, which closed in 1993. The Extension Fund supports over 5,200 people.

The Funds are discretionary Trusts created and funded by the Department for Work and Pensions and Department for Social Development (Northern Ireland) but operating at arms length from Government. They are financed by cash limited grants-in-aid and managed by a Board of Trustees appointed by the Secretary of State for Work and Pensions. The Trustees have discretion about whom they help within the framework of the Trust Deeds. Their budget for the UK for 2005/2006 is £240.76m.

There are seven Trustees who are unpaid but entitled to be reimbursed for all reasonable and proper expenses incurred in carrying out their duties.

  1. Sally Sparrow is the Director of Social Care for Older People in the Braintree District within the NHS Trust. She is also the lead on Mental Health and Learning Disabilities commissioning. Prior to that she was the Essex County Council manager for Older People and People with Physical and Sensory Disabilities. She has previous experience within both the Social Care field and within the NHS over almost thirty years. Sally has extensive experience in a range of disability service provisions enabling independent living.
  2. This appointment has been made in accordance with the Office of the Commissioner for Public Appointments Code of Practice. All appointments are made on merit and political activity plays no part in the selection process. Sally Sparrow has declared no political activity and she holds no other ministerial public appointments
